As done in [1], we must provide interfaces to run neutron related commands against an existing ctlplane and get all the required information.

The must-gather tool should be able to get:

1. neutron related config (generated through ConfigMaps or Secrets)
2. neutron related logs (resulting from the deployed pods and the associated operator)
3. neutron information about the deployed ctlplane as done in [1]
