Goal: 

• Add support to enable users to change from 'user' or 'host' TPM secret security mode to 'deployment' secret security mode and vice versa. This involves changing TPM secret ownership between user <=> Nova service user.

Important:

• This feature is not backportable – the redesign addressed issues of complexity and scope.
