Goal: 

• Add a late check for TPM secret security mode support in nova-compute. This will cover a corner case of a target compute host changing its supported TPM secret security modes after scheduling has selected a host.

Important:

• This feature is not backportable – the redesign addressed issues of complexity and scope.
