      Windows 11 (and equivalent Server OSes) require vTPM. Nova currently does not support vTPM live migration, meaning Windows 11 guests cannot be live migrated.

      Help define the requirements in qemu/libvirt, if any, to support vTPM live migration, and implement the support in Nova.

      This Epic tracks the upstream work to enable vTPM LM, including but not limited to: Nova spec, Nova code, whitebox testing, docs.
