[ci-framework] Update Go version in CI environments

      As part of the controller-runtime upgrade in the OKO project. We need to be either using Go versions >=1.20.

      Ideally, we would like to support the latest available version of Go. So we need to ensure:

      1. CI is able to run tests with Go 1.20;
      2. OpenShift/release currently doesn't have containers for Go 1.21, so they would need to be added if we wish to support Go 1.21. See the results of:
