Scope work required to introduce Go 1.21 to OpenShift CI infrastructure

      As part of the effort to upgrade controller-runtime to v0.16, we need to upgrade the version of Go we use for the OKO operators. We need to be at least running Go 1.20. But we could just skip this version and go straight to Go 1.21.

      To go straight to 1.21, we need to add support for this version to the OpenShift CI infrastructure, so that prow can run tasks with Go 1.21. Currently, the highest available version is 1.20.

      Subsequently, we need to scope the effort required to introduce this new version. If the effort is deemed too substantial and not desirable at this stage by the OpenShift team, we can simply use Go 1.20 for now.
