For the OKO project to support Go 1.21, we need to be able to run tests in Prow environments with Go 1.21. Currently, we only have support for Go 1.18 and 1.19 in the OpenShift/release repo.

To facilitate our requirements, we should add support for Go 1.20 and 1.21.
