      This spike is to evaluate whether human operators would still need to run cinder-manage commands in this new type of deployments and if so, what would be the recommended way of doing it.

      There will be calls that should no longer be necessary once the functionality is added to the cinder-operator, such is the case of the removal of rows from the services table (https://issues.redhat.com/browse/OSP-19233).

      There are other operations that we may want to move to the REST API in the upstream Cinder effort.
