On long running operations file-locks tend to accumulate.

Some of the locks are automatically deleted by cinder (for example when a resource is deleted), but others may be there for a long time.

There is a cinder-manage command that allows us to delete file locks, so it could be good to have a periodic operation that cleans them up.
