[CI] Create CI periodic jobs for v0.3 (upgrade)

      Implement periodic jobs to test upgrade feature (delivered on v0.3).

      The tests must cover all the OCP versions and topologies, with OPCT features we currently support:

      • OCP Versions: 4.9, 4.10, 4.11, 4.12
      • OCP Topologies: HA
      • OPCT features: regular/default, upgrade

       

      Nice to have:

      • Cards created to automate that task. Example of wip used on v0.2[2]
