      Goal:

      • Publish CLI binary as a container image on Quay.io to be mirrored from OCP CI and used on the steps

      Context:

      The CI improvements that are in progress on OPCT-178 require downloading the binary from the Githuib Release page, it required some complexity to discover the latest stable version, which could imply throttling on GitHub Release API.

      There is another blocker on OCP CI that blocks to share of the binary between steps, requiring to download of the image from each step.

            Container image created and published manually while the PR is not approved.

            Only version v0.3.0 have been published from the tag/branch release-0.3.
