As a Provider Cert tool developer, I would like to make sure all release dependencies are satisfied, so we can deliver the initial release with the development and security standards required to run in our partners

That story is a catch all card to handle all release dependencies for the initial release.

- Define and migrate the project source code to the final Github repo/org
- Define the Quay org/user to delivery the inicial release (plugins)
- Define the CI strategy (Prow or Github Actions?) and create the release process

- All plugins images should be versioned
- CLI should be versioned
- Basic CI tests should be added
- No High-level vulnerabilities should be found on Quay scanner
