Add new "Getting Started" section to admin perspective cluster page

Description

As an admin, I want to see the new getting started section with areas to "Set up your cluster" and other Learning resources on the Admin Overview page.

This work should continue the work of ODC-5560.

Acceptance Criteria

1. New Getting Started section is shown on the Overview page (Admin perspective)
2. Close to the developer perspective:
   1. The Getting Started section could be hidden via an action button and restored with a link in the title bar.
   2. Support for different screen sizes
   3. Provide data-test-ids for all clickable buttons
   4. Unit tests checks different cases of the new section
3. Cluster setup content is shown based on “add identity providers” and “configure alert manager receivers” have not be completed => the details should be checked with the admin team.
4. Remove the actual "Quick Starts" card from the Overview page

Not part of this story

1. Components like <GettingStarted> or <GettingStartedCard...> should be have done in ODC-5560.

3. Redesign the other cards of the add page
