Add new "Getting Started" section to dev perspective add page

Description

As a user, I want to see the new getting started section with areas to "Set up your cluster", Quick Starts, Guided Tours and more Learning resources.

Acceptance Criteria

1. New Getting Started section is shown on the Add page (Developer perspective)
2. The Getting Started section could be hidden via an action button and restored with a link in the title bar.
3. Getting started show dynamically loaded content (see final design for more details!), this includes for the Developer perspective:
   1. Samples are show 2 fix samples and an "All samples" action
   2. Quick starts are show up to 2 Quick starts and an "All quick starts" action. Prefer featured, over in progress and not started quick starts.
   3. Some new developer features links
4. Support for different screen sizes
5. Provide data-test-ids for all clickable buttons
6. Unit tests checks different cases of the new section

1. Create components so that we can add this GettingStarted section in ODC-5680 also to the admin perspective.
