      cause: gcp destroy api calls did not include a wait operation to ensure the api call completed

      consequence: in some cases the installer would declare destroy complete when operations had not finished, causing resources to leak

      fix: add wait operations for any destroy api call

      result: api calls are guaranteed to complete, so resources are deleted successfully or errors are reported to users
