*Cause*: The namespace was included into a full cluster queries on the alerts graph. The tenancy API path was then used, which didn't have appropriate permissions to retrieve the data.
*Consequence*: There was no data found for alert graphs.
*Fix*: Don't pass in the namespace for full cluster queries for an alert graph. The non-tenancy path will then be used, which has appropriate permissions.
*Result*: Data is able to be found for alert graphs.

issue exists in 4.18+, no such issue with 4.17
