Description of problem:
In 4.11, many users observes HighOverallControlPlaneMemory alert even it's plain vanilla cluster install meeting minimal resource requirement. We are getting nearly 100 support cases and more. The alert threshold or the control plane minimal resource requirement needs to be updated.
