This is to follow up on https://issues.redhat.com/browse/OCPBUGS-4395 

• Alert HighOverallControlPlaneMemory was added in OCP 4.11 
• The alert fires as `warning` with threshold 60%
• The alert fires as `critical` with threshold 90%

Some customers asked to increase the threshold, however there as a debate whether we should increase it, or the customer should scale up their clusters.

Also SNO reported the same issue, which is quiet expected on single-node

This spike is being created to close  https://issues.redhat.com/browse/OCPBUGS-4395  and find out the best fix.
