ALBO operator installation instructions in OperatorHub

      Description of problem:

      The installation instructions of the operator in OperatorHub shows how to create the AWS credentials with the `CredentialsRequest`, and a note at the end for STS clusters linking to the upstream docs.
      
      In OSD/ROSA, it's not possible to create a `CredentialsRequest` resource in the cluster.

      Steps to Reproduce:

      1. Go to OperatorHub in an OCP cluster and search for the AWS Load Balancer operator.
      2. See the instructions.
      

       

      Actual results:

      The information for installing in STS clusters is in a note at the end of the instructions, linking to the upstream documentation.

       

      Expected results:

      The information for installing in STS clusters, and also in OSD/ROSA, should be at the beginning of the instructions. It should link to the official OpenShift documentation for ALBO [1].

       

      Additional info:

      The official OpenShift documentation for ALBO is not clear, and OCPBUGS-14629 [2] was created to improve it. Also, OCPBUGS-14630 [3] was created to improve the OSD/ROSA docs.
