migrate existing tasks from jenkins jobs - unit-test and lint - to konflux.

mirror the jenkins "build-main" tasks (i.e. flow of the npm script "build:saas") in the konflux "push" config, and the jenkins "pr-check" tasks (i.e. the individual tasks under the npm script "verify", aside from "build") in the konflux "pull-request" config.

first do the "pull-request" config, to verify CI is working.

both pull-request and main build PLs depend on reusing the console-dot remote config "docker-build-run-unit-tests" (OCMUI-3674).
