konflux migration / reuse HCC remote configs

      as per console-dot's advice, the use of remote konflux configs will be beneficial for us, in future maintenance and stability.

      update the current build configs "uhc-portal-pull-request" and "uhc-portal-push" to use remote pipeline-refs instead of embedded pipeline-spec, and point the refs to "docker-build-run-unit-tests.yaml".

      first update "uhc-portal-pull-request", to make sure CI works within the PR, and after that succeeds update "uhc-portal-push" similarly.

      take "RedHatInsights/insights-rbac-ui" configs as reference/example impl'.
