[Overview Page] - Replace 'Recommended Content' section with 'Recommended Operators' Cards

      This is the 1st part of https://issues.redhat.com/browse/OCMUI-1826 

      In this ticket we should implement the "Recommended Operators" section from this implementation design alongside with the link next to the title 

       

      How to Test:

      Go to OCM's Overview page: https://prod.foo.redhat.com:1337/openshift/overview 

      Scroll down to the bottom of the page.

      At the bottom, you should see a new section named: "Recommended operators".

      Clicking on one of the cards should open a Drawer on the right side of the page with the appropriate content fitting the card that was clicked on. 
      (You can find the content in the implementation doc

      Drawer and page should have different scrollers, meaning you should be able to navigate on the page and on the Drawer desperately. Drawer should be re-sizable.

      Inside the opened Drawer Panel, ensure the links are working.

      Clicking on the 'learn more' on a different card should switch the content which is being presented in the Drawer with the new content while keeping the Drawer open.

      Clicking on the 'x' at the top right side of the Drawer should close the Drawer.

      At the top right corner of the Recommended Operators section, on the right side of the title, you can find a link "
      View all in Ecosystem Catalog" ensure it works.

      Prototype

      Note Please ignore the first screenshot named "Layered services v2". It is an old implementation which should be ignored. 
      Also, in case you come across some mentions of a 4th card named "OperatorHub" it is no longer relevant and should be ignored. (It was dropped mid implementation)
