Convert links on DrawerPanelContents to External links (with no icon) for the Recommended Operators cards on the Overview Page

      Navigate to the Overview page: https://prod.foo.redhat.com:1337/openshift/overview 
      Scroll down to the Recommended operators cards section. 

      Click on the 'Gitops' card 'Learn more' to open it's drawer content. 
      The content has a link called 'Argo CD' which needs to be using an ExternalLink component instead of the current implementation. 

      The same goes for the links in the Drawer of the 'Service Mesh' Operator (see screenshot attached).
