Creating a new HCP cluster - Enforce maximum 60 node limit across a cluster

      User story:

      So  I can avoid cluster creation fails because of selecting too many nodes, as a user, I want the UI to prevent me from requesting more than 60 nodes when creating  a new HCP cluster.

      Acceptance criteria:

      • On the HCP wizard, on the Cluster settings > Machine pool step:
        • For non autoscaling, the drop-down options do not let me go over 51 total nodes.  For example for 1 machine pool, the last option is 51.  For 2 machine pools, the last option is 30, etc.
        • For autoscaling, I cannot push the + button on the max nodes to go over 51 total nodes. 
        • For autoscaling, if I enter a value in the max nodes that would go over 51 total nodes, an error is shown
      • For all other wizards (OSD, ROSA classic), there is not a change in behavior for the machine pool settings

      Implementation details

       

      Because the 51 node limit may change in the future, this should be coded in a way so it is easily increased.
