Until XCMSTRAT-371  is implemented, there is a limitation of the number of nodes across all node pools in an HCP cluster to 51 nodes.

When creating or modifying an existing cluster, the user shouldn't be given an option that would cause the cluster to have over 51 nodes across all node pools.

Note that this 51-node limit may be modified after XCMSTRAT-371 is implemented so it should be coded in a way that changing this number requires minimal effort.
