Complex editing of silences from Developer perspective.

What is the nature and description of the request?

The developer perspective needs capabilities to create and edit complex silencing scenarios. This involves providing a listing of all configured silences, filtering them and creating new silences. The overall functionality required can be understood as what is offered under Administrator perspective's features for silences today. Please also consider feature extension requested via OBSDA-218.

Why does the customer need this? (List the business requirements)

This has arisen as result of the deprecation of the separate Alert Manager UI. The customer is requesting to have the same features with OpenShift out of the box as they were available with Alert Manager UI in previous releases.
