Create a non-cluster admin user.

Provide admin access of any namespace to this user:

$ oc adm policy add-role-to-user admin <user> -n <project>

Navigate to Observe > Logs OCP console from administrator view.

Select namespace filter and try to filter namespaces.

Select containers filter and try to filter containers.
