[OOP] Monitor OSSM release (based on what Istio release) synchronization with Gateway API feature

      As someone in engineering, docs, QA, or PX, I want to be able to look up which release of OSSM will include which versions of Istio and Envoy, its release date, and the OSSM release date. 

      • Determine dates for 4.12.
      • Meet with OSSM to determine what release they'll be supporting by those dates.
