Migrated dual boot RHEL VM fails to boot due to missing virtio_scsi drivers in initramfs

      It was believed that all known dual boot issues had been fixed migrations as of bug https://issues.redhat.com/browse/MTV-1864 and MTV-1877.  

      We note from MTV-1900 that multi boot migration is still best-effort.  

      Our customer tested their setup and the converted VM drops into a dracut shell.  Debugging with the customer shows that the VM is converted but the default booting initramfs (5.14.0-503.21.1.el9_5.x86_64) does not contain the virtio_scsi driver and thus none of the drives are found. 

      The VM definition has:

                 disks:

                      bus: virtio
                    name: vol-2

      'lvm pvscan' comes up with no drives, and we don't see them in /dev.
