WHAT
Leverage the work completed in MGDSTRM-8890 to complete development for suspending and resuming a Kafka instance.
WHY
Allow a Kafka instance to be suspended to reduce resource utilization without loss of storage should it need to be resumed again.

Guidelines
The following steps should be adhered to:
- Required tests should be put in place - unit, integration, manual test cases (if necessary)
