Issue Description: 
As a prerequisite following operator should be present in OSD cluster before starting our operator :

• Service mesh operator
• Serverless Operator
• Prometheus
• Grafana

Please take the versions of these to be installed from our stable environment as this is what we currently support.

Acceptance Criteria:

• All prerequisite operators for RHOSE Fleet Shard are installed into the OSD cluster
• The prerequisite operators are installed at a known version and the versions do not automatically update unless a change is made to the bundle
• Communicate to the team the approach for modelling the dependencies in the OLM bundle.
