Issue Description: We require an SOP that provides all of the steps to create and configure a Data Plane instance that can be used for Service Preview.

Acceptance Criteria: 

• Create a SOP that installs the required dependencies into the Data Plane. This includes
  • Openshift Serverless 1.24
  • Openshift ServiceMesh (please confirm version)
  • Any other dependencies
• Dependencies should be installed at a specific version at not automatically upgrade
• The SOP must provide instructions on how to determine the "router canonical hostname" so that the Shard can be registered with the Production Fleet Manager
• The SOP should provide instructions on how to install RHOC AddOn and register the data plane with the production Fleet Manager of RHOC
