Issue Description: 

The most recent release of Openshift Serverless is 1.24. We are currently only using the 1.22 release. For our internal service preview, attempt to target 1.24 as our supported release.

Acceptance Criteria: 

• The data plane is updated to support Openshift Serverless 1.24
• dev and stable environments are upgraded to have Openshift Serverless 1.24 installed
• The SOP for the data plane installs 1.24
