      Description of problem:

User with cluster-viewer can't query Loki. Only cluster-admins can query Loki.
The error message when a non cluster-admin tries to query is not helpful and there is no easy way to troubleshoot issues.

Version-Release number of selected component (if applicable):

      4.12

      How reproducible:

      Steps to Reproduce:

      1. Install OCP
      2. Install Logging + Loki + Vector
      3. Try to query the logs with a non cluster-admin role

      Actual results:

You get and "Error" message with no details.

      Expected results:

Provide some way to troubleshoot the issue, either with a link to documentation (Like: Error, To troubleshoot the issue visit <url>) or state the actual issue instead of "error" message.
