Description of problem:

User with cluster-viewer can't query Loki. Only cluster-admins can query Loki.
The error message when a non cluster-admin tries to query is not helpful and there is no easy way to troubleshoot issues.

Steps to Reproduce:

Install OCP
Install Logging + Loki + Vector
Try to query the logs with a non cluster-admin role

Actual results:

You get and "Error" message with no details.
