Description of problem:

User with cluster-viewer can't query Loki. Only cluster-admins can query Loki.
Please add the permissions for cluster-viewer by default.

How reproducible:

Steps to Reproduce:

1. Install OCP
2. Install Logging + Loki + Vector
3. Log as a cluster-viewer
4. Try to query the logs

Actual results:

Can see the logs. Need to set permission manually.

Expected results:

Cluster-viewer rule should have the permissions to view and query the logs by default.
