Enable toggle Workflow CR from devmode to production mode and vice-versa

      After KOGITO-8516 enables devmode in the cluster, we need to close the loop so that the operator can build a final, production-ready image.

      The user should be able to toggle spec: devmode: true|false and have the operator deploy the service accordingly.

      The final image should have the ConfigMap (KOGITO-8522) externalized, but all the other resources (KOGITO-8517, KOGITO-8516) should be embedded into the image, so it's immutable.

      If devmode is toggled to true again, the operator should be able to revert to devmode. This last requirement should be assessed in this JIRA before implementation, if it turns out to be too complex to revert, we should open a new one to handle it.
