Support external resources configuration for Workflow CR in devmode

    Description

      After KOGITO-8516, we should add support for users to upload/edit their external resources needed by the workflow engine.

      These resources can be Camel Routes (YAML), OpenAPI (YAML, JSON), AsyncAPI (YAML), etc. Any resources can be supported as long as they are not binary files.

      The suggestion is to have the operator handle such a ConfigMap that accepts external edits from anyone with permissions in the cluster. Each file in this ConfigMap must be mounted in the Workflow Deployment devmode, and refresh the application after the ConfigMap is successfully appended to the k8s database.

      Any other solution for this feature can be accepted as long as the team agreed upon it.
