[kickstart-tests] Create GH workflow to check regularly that disabled tests are still failing

      We run (non-disabled) kickstart tests daily by scenarios-permian.yml GH workflow in kickstart-tests repository.

      Sometimes a disabled test is failing for (days / weeks / months) temporarily due to environment / dependencies regressions. The issue for the disabled test is tracked and by the time it is planned and picked to be worked on the issue can get resolved externally.

      Also some tests are disabled temporarily waiting for a feature to get into a release (typically rhel ports of PRs for fedora main).

      Add a GH workflow that would check regularly (daily) that the disabled tests are still failing so that based on the results of the workflow we can re-enable the test.
