NOTE: this task can be superseded by migration to TMT/FMF test case management.

1) Migrate data for test case management from to a yaml format.

The skip-testtypes data file used to be sourced by shell scripts passing content of shell variables generated in the file to launch script. Now the test selection parameters of launch script are generated (as far as I know always) using python script generate-launch-args.py, so it is time to get rid of sourced bash data file and use proper data file format.

NOTE: scripts/run-ci.sh is sourcing the file.

2) Also move the data from generate-launch-args.py and generate-permian-query.py scripts to a data file (so they can be shared).
