Summary of the issue:
Out of 39 HCs, 3 of them are stuck at installing for > 60 min.

What triage steps have been taken so far?:
uninstalled all the HCPs from the above MC. The plan was for us then to clean up all the security group rules left behind bc of https://issues.redhat.com/browse/OCPBUGS-20161.
