For HMS-8573 we'd like to use wsl-setup for fancier WSL images that include a default name, logo, and some other bits and bobs.

Currently wsl-setup writes an OOBE unconditionally while historically at least RHEL images have used cloud-init to handle initial user creation. Some interest has been expressed by jerkline / ngompa-vlo to support this potential flow in Fedora as well.

Let's implement a cloud-init check so wsl-setup's OOBE only runs when cloud-init is not enabled.
