Implement `wsl` image type updates for CentOS and RHEL

      Let's implement new-style WSL images for CentOS and RHEL. There's a newer format as written down by tdawson@redhat.com:

      I have tried the Image Builder WSL images. They work, and that is great, but they aren't as "refined" as they could be.

      Microsoft updated the WSL standard so that you just have to double click on the wsl icon and it will get installed. It will automatically get a name and icon, and it will show up in the start menu, with that name and icon.

      They can also just do a "wsl --install --from-file <name>

      There is also a way to have an Out Of Box Experience (oobe) which is similar to our "initial setup".

      In Fedora, and EPEL, there is a wsl-setup package [1][2] that installs the correct files so this new way of doing WSL is quite simple.

      I was wondering if we could add wsl-setup to RHEL and CS and then add it to the Image Builder configs for WSL.

      Find out if we need to change anything else. I've asked Troy if they can take care of packaging `wsl-setup` for CentOS/RHEL. If that's the case then it's likely that we only need to add this package to the definitions.
