Description of Problem

(Preview mode) In the Image Builder wizard, a user can set a Locale for their image. However, upon launch of this image, the locale is not set.

1. Use Image Builder preview mode
2. Build WSL image
3. Set a locale
4. Launch the image
5. Observe locale is not set
