It is possible that a user selects a locale either in the service or through blueprint customization that isn't available in the created image. For example selecting `ru_RU.UTF-8` without `langpacks-ru` installed.

We should either disable locale customizations when certain packages are not in the image or the better alternative: install the langpacks automatically.
