Goal: 

• With the introduction of unified EPEL repos, we want to stop snapshotting custom EPEL repos
• Perhaps switch "snapshot" to false for custom EPEL repos, and disallow it from being switched back on
• Any use_latest templates would need to be switched to using the latest snapshot from the shared EPEL repos. This can be done via a job.

Acceptance Criteria:

• User cannot trigger a snapshot for a custom EPEL repo
• Routine snapshots are not created for custom EPEL repos
• Any "use-latest" templates must be using the unified EPEL repo
