Goal: 

• The API should block the creation of custom EPEL repos (and community repos in general)

Acceptance Criteria:

• The API returns a 400 error if a user tries to create an EPEL repo via the create or bulk create endpoints
  • Error should explain to use the community repository
• Make it temporarily configurable so we don't block ourselves from being able to test the migration tasks
