Goal: 

• All templates need to be moved off of custom EPEL repos before we remove them
• This could be disruptive, since these templates may have a date older than a snapshot the unified EPEL repo can provide

Acceptance Criteria:

• Check the data for the number of templates and users this is impacting before making this switch
• Create a job to switch these templates to use the next-best snapshot from the shared EPEL repo
• In the UI, disable adding a custom EPEL repo in the template creation wizard
