In HMS-9966 efiboot.img was excluded from the ISO for x86_64; others need more work so let's track separately. This is because the xorrisofs stage doesn't create a specific appended partition in case of syslinux (which is used on non-x86).

Let's introduce a compatibility option for syslinux so it can be toggled on and then we can exclude efiboot.img?
