The Fedora Network Installer is one of the last holdouts in the Fedora infrastructure that is built with the 'old-style' infrastructure (lorax). Let's see if we can build it with image-builder.

We will need to gain parity on the artifact, assert that our artifact works on s390x, ppc64le, and some other bits. I'll file those as tasks.
